The Games War Criminals Play
The Bush administration wants us to believe that "disarming" Iraq is a direly urgent matter, that Iraqi weapons of mass destruction threaten regional and world peace. Yet, UN Weapons inspectors left Iraq in December of 1998, and Iraq has invaded precisely nobody in the interim. Has the matter been as urgent since then? If so (or, er, uh, if not), then why not let the inspectors finish their jobs now?

Yet, W. fingered Iraq as a spoke in the "Axis of Evil" last January, though didn't begin to really ramp up the sabre-rattling until September, because, according to White House Chief of Staff Andrew Card, "...from a marketing standpoint, you don't roll out a new product in August."

Yet, while the war-talk died down in the run-up to the mid-term elections, as soon as they had finished, the New York Times was able to report that, "President Bush gave notice to the United Nations and to the American people today that the political season is over and that the time has come to disarm Saddam Hussein -- and that it may take war to accomplish that goal."

Yet, the coming invasion is scheduled for January or February, because this is the optimum time to fight a war in the Iraqi desert -- after which it becomes too hot to do so. The Administration recently begged us to believe that there is no "artificial timetable", though the deployment is more less complete. The U.S. can now strike whenever it has gained the political leverage necessary to do so, in other words. If there were truly no "artificial timetable", why not wait until the inspectors complete their jobs, and the Security Council reconvenes to take up the matter?

The Bush administration wants us to believe that it is concerned about Iraq's human rights record, yet sends arms to and otherwise supports those countries in the region -- Israel, Saudi Arabia, Egypt, Turkey -- with human rights records as bad as or worse than Iraq's.
The Bush administration wants us to believe that the Iraq war is a matter of principle, yet is using economic and diplomatic carrots to achieve world support for the invasion.
In other words, the United States is playing games. The people of Iraq are the pawns of the U.S. war planners' great schemes.
The Catholic Agency for Overseas Development warns that "a war on Iraq will create a humanitarian catastrophe that 'could shame the world'." Medact and Internation Physicians for the Prevention of Nuclear War, in a new report, warns that, "A US-led attack on Iraq could kill between 48,000 and 260,000 civilians and combatants in just the first three months of conflict, according to a study by medical and public health experts. Post-war health effects could take an additional 200,000 lives."
Additionally, international aid agencies warn that Saddam will use a new war as a pretext to initiate another bloody crack-down upon the Iraqi Kurds.
To the Bush and Blair administrations, it's just a game -- some "lines on the map". But those are people under those bombs, and should this war go forward, their blood will be on our hands, too.
What You Can Do: Write to the Managing Editor of the New York Times ("All the News That's Fit to Print") as well as of your local media "organs", asking for prominent coverage of the CAFOD and IPPNW/MEDACT reports, as well as ongoing coverage of the probable and (once the war begins) actual humanitarian consequences of war in Iraq. Then e-mail everybody in your address book, asking them to do the same. The more requests a newspaper or radio or television station receives, the greater the chance that it will honor the request. Yeah, it's not very exciting to sit there and compose letters. But grassroots organising is the key to changing policy -- and it's crucially important for all of us to become grassroots organisers now. On September 11th, 2001, we New Yorkers were subjected to an unimaginable nightmare! Many of us are yet to recover from the terrible experience of horror on that ill-fated day. I am told that I am going to lose my job with the dept. of correction, City of New York, as a consequence of mayor Bloomberg's decision to layoff thousands of people who work for, and earn their livelihood from, the city of New York. This comes almost as an insult to injury. It is beyond my comprehension that the premier city of the mightiest nation on earth with a GDP of over thirteen trillion dollars ($33,000.00+/per capita) cannot find a couple of billion dollars to prevent thousands of American families from being thrown into deep despair and incertitude. The mayor keeps saying that he has no choice but to layoff city workers. If I were the mayor and profoundly believed in righteousness, I would rather step down/resign than to take a decision that would ruin the lives of thousands of already wounded (remember 9/11/01) which is morally reprehensible and repugnant. Confucius had said that “the right to rule depends on the ability of the ruler to keep the governed happy”. The axe-wielding mayor has successfully terrorized the work force of the city of New York. I feel as depressed, if not more, today as on September 11th 2001. If the mayor with his high acumen and caliber could come up with proposals encouraging city workers to voluntarily relinquish trade union membership, in return, offer meaningful incentives, job security and attractive rewards for high-productive city employees, many would opt for it. This would bring a gradual and eventual complete demise of trade unionism in the city of New York followed by the rest of USA, thereby making Mike Bloomberg an icon in the annuls of American history for accomplishing a Herculean task.
I appeal to the finer compassionate sense of all those who hold powerful offices (elected or otherwise) to persuade the mayor of the city of New York, for the sake of righteousness, to desist the implementation of his preposterous proposals of massive layoffs that is bound to bring untold hardship and misery to thousands of American families.

Michael R. Bloomberg, by his despicable act, has without any compunction, targeted those people who did not vote for him. This is his VENGENCE against them. A super affluent heartless man, as if to enjoy some kind of perverted sadistic pleasure, has deliberately targeted the hard working poor by putting them out of jobs (for most the only source of livelihood) so that he and others responsible for balancing the budget can keep theirs. It is indeed scary that a despot like Mike Bloomberg is at the helm of affairs of the greatest city of the world. He is quite clearly a misfit. Gandhi had said that “no cause is great enough for which I am prepared to kill”. Similarly no crisis is serious enough to justify LAYOFFS. It seems Mayor Bloomberg, with his sublime ignorance of, and total disregard for righteousness is challenging Abraham Lincoln’s revered philosophy “Govt. of the PEOPLE, by the PEOPLE, for the PEOPLE” and shamelessly distorting it to “Govt. of the MONEY, by the MONEY, for the MONEY’. June 9, 2003 Dear Sir or Madam: As of close of business May 17, 2003, I was laid off by the city of New York after nine years of impeccable service with the city [6 years with correction dept. + 3 years with the Board of education]. I was told that being a provisional employee throughout my tenure with the city, I have no rights. It is difficult, if not impossible for me to believe that in the United States of America, a nation of law with an advanced civilized democratic structure, DOES NOT provide its hardworking citizens any RIGHTS. It is my understanding, that a provisional employee is appointed for a maximum of nine months, after which s/he must be terminated (and re-hired if necessary). Otherwise, by implication, it will be deemed to be a permanent appointment. Moreover, the Advertisement (job announcement) in the New York Times that I responded to and eventually got the job, said that it is a secure lifetime job for the right candidate. Furthermore, I was also given to understand by the interviewers (Dept of Correction, City of New York) that the position to which I was being appointed was COURT MANDATED BY A FEDERAL JUDGE and I would never lose the job unless I committed serious fundamental blunders. I therefore implore you to look into my case and prevent injustice being done to me and help me by restoring my job with the City of New York.

WHY DO I THINK I HAVE A CASE:
On Saturday may 2nd 2003, I was shocked to receive a registered mail from the Dept. Of Correction, City of New York, informing me that my services with the department of correction are no longer necessary effective may 17th 2003 because of the fiscal difficulties of the city of New York. As I read through this SHOCKING letter from the Dept. Of Correction signed by the agency commissioner Martin Horn, I felt like a victim of the much publicized 'SHOCK AND AWE CAMPAIGN' meant for the enemies of USA. After close to NINE YEARS of impeccable service with the city of New York, all of a sudden, I was being treated as a 'NON ENTITY'. No severance package was offered - only two weeks notice! Just two months before lay off, my Warden, Warden Eastmond of BBKC (Bernard B Kerik Complex) was pleased to announce that he gave me THE EMPLOYEE OF THE MONTH AWARD for my outstanding performance! I tried to find out what are my chances to protect my job I WAS TOLD THAT BEING A" PROVISIONAL" I HAVE NO RIGHTS REGARDLESS OF THE DURATION OF MY SERVICES WITH THE CITY OF NEW YORK'S DEPT. OF CORRECTION! I THEREFORE PROCEEDED ON MY OWN TO DO SOME RESEARCH ABOUT THE SO CALLED "PROVISIONALS" - AS PER CIVIL SERVICE LAWS IN ALMOST ALL STATES IN THE UNITED STATES OF AMERICA PROVISIONALS ARE FOR ALL PRACTICAL PURPOSES TEMPORARY WORKERS WHOSE SERVICES MUST BE TERMINATED WITHIN 60 DAYS TO A MAXMIMUM OF NINE MONTHS AFTER WHICH A PROVISIONAL MUST BE OFFERED TO TAKE A TEST TO MAKE THEM PERMANENT. CURRENTLY, THERE ARE OVER 250 UNIFORMED STAFF[CORRECTION OFFICERS AND CAPTAINS] RECEIVING OVER $ 55000 - $ 75000 OR MORE DOING CLERICAL DESK JOBS MEANT FOR CIVILIANS[ THESE JOBS ARE GIVEN TO A FEW PRIVILEGED UNIFORMED STAFF WHO ARE USUALLY THE FAVORITES OF THE BOSSES – THE CHIEFS, ASST.CHIEFS, WARDENS ETC. ETC.].
N.B.: THE PRIMARY RESPONSIBILITY OF ALL UNIFORMED STAFF IN THE DEPT. OF CORRECTION, CITY OF NEW YORK IS CARE, CUSTODY AND CONTROLL OF INMATES (criminals). YET THESE 200+ (privileged) UNIFORMED CORRECTION OFFICERS (mostly women) AND CORRECTION CAPTAINS ARE ASSIGNED TO COUSHY DESK JOBS [exclusively by favoritism] WHERE THEY DON’T HAVE TO DEAL WITH INMATES. The only reason that uniformed staff, despite their low I.Q. and low educational level requirements are paid much higher[mostly twice as much] salary as civilians, is because they are supposedly exposed to a greater degree of risk OF BECOMING VICTIMS OF INMATE VIOLENCE, indeed a very debatable misconception – food service workers(CIVILIANS) in kitchens with KNIVES and other kitchen utensils/equipments-potential WEAPONS LYING ALL AROUND THE KITCHEN, are equally if not more at risk of becoming victims of inmate violence than UNIFORMED STAFF. IN FACT, IF ONE LOOKS CAREFULLY AT THE HISTORY OF PRISON RIOTS ONE WOULD SEE THAT MOST PRISON RIOTS START IN INMATE CONGREGADE FEEDING/DINING AREAS.
MOST OF THE LAID OFF FOOD SERVICE STAFF ARE QUITE CAPABLE OF ASSUMING THESE DESK JOBS THAT ARE QUITE INEXPLICABLY BEING HANDLED BY UNIFORMED STAFF [AVERAGE SALARY WITHOUT O.T. $60000/YR VS AVERAGE SALARY OF $30000/YR FOR CIVILIANS LAID OFF FROM FOOD SERVICE DEPT.]
CURRENTLY THERE ARE OVER A HUNDRED CORRECTION EMPLOYEES ON ACTIVE PAYROLL ASSIGNED TO CLOSED JAILS [debatably doing NOTHING!]. FOR EXAMPLE, IN QUEENS DETENTION COMPLEX (with zero inmates) the entire maintenance staff, including the supervisor of mechanics and scores of correction officers and captains continues to be deployed there for doing PRECIOUS LITTLE! FURTHERMORE, THERE ARE DOZENS OF CORRECTION EMPLOYEES COLLECTING FULL PAY AND BENEFITS, WHO HAVE BEEN PLACED ON “MODIFIED DUTY” DOING NOTHING!
IF THE DEPT. OF CORRECTION CAN JUSTIFY PROTECTING THE JOBS OF THE ABOVE CATEGORY OF “NOTHING DOERS” IT IS INDEED BAFFLING WHAT WARPED SENSE OF MORAL JUSTIFICATION ENABLED THEM TO LAYOFF PRODUCTIVE FOOD SERVICE STAFF, WHO ON AN AVERAGE MAKE MUCH LESS MONEY THAN THOSE “NOTHING DOERS”.

THERE ARE MANY CORRECTION EMPLOYEES WHO HAVE LESS THAN TWO YEARS OF SERVICE WITH THE CITY WHO WERE NOT LAID OFF VS FOOD SERVICE WORKERS WITH OVER 10 – 15 YRS CITY SERVICE WHO WERE.
FOOD SERVICE WORKERS WERE TARGETTED FOR LAYOFF IN THE MOST DISCRIMINATORY, IMMORAL AND UNLAWFUL MANNER. AS WE FEEL STRONGLY THAT OUR CIVIL RIGHTS WERE VIOLATED WE HAVE NO CHOICE BUT TO BRING IN A LAWSUIT AGAINST THE CITY IN PUSUIT OF JUSTICE.
Almost ALL civilians laid off were from food service - such disproportionate number laid off from the pool of civilians in the dept. of correction, is beyond a reasonable doubt, DISCRIMINATORY. Consolidating kitchens so that foodservice employees (many of who have over 10 to 15 years of continuous service) can be targeted to be laid off, is discriminatory. If consolidation of kitchens, while complying with COURT MANDATES [Pls. see CONSENT DECREE Benjamin vs Malcolm] was a doable project then why was it not implemented for decades in the past? Doesn't this action by the present commissioner of correction imply that his predecessors like William Frazer, Bernard B Kerik (considered a NATIONAL HERO) etc. were 'fools' not to have realized this possibility?! What is the statutory limit for HOW LONG a provisional employee can be kept provisional in continuous service? (if the answer is “FOR EVER”- then the law/s pertaining to provisional employees are UNJUST. And unjust laws must be challenged/amended.) Provisionals are vested after five years of city service, yet for the purpose of layoffs the length of city service does not seem to matter at all!? Almost ALL laid off are in the protected group (minorities, women, people over the age of 40 years, veterans etc). This is deemed illegal under WARN ACT – a federal law. The wisdom of consolidation of kitchens with complete disregard for operational efficiency and quality assurance is indeed QUESTIONABLE to any right thinking mind. Moreover, The Department Of Correction has already spent millions of dollars under C-141 PROJECT for renovation of kitchens only to abandon them ( Bronx house of detention, Queens House of detention, BCF, NIC, are a few examples). Furthermore, GMDC and ARDC, the two biggest jails on Rikers Island are currently undergoing kitchen renovation worth millions of dollars even though under the new ‘consolidation of kitchens’ plan they are designated to be non production sites. Such massive wastage of taxpayer dollars with the sole purpose and intention of laying off over 100 Food service workers is not only morally repugnant but legally unacceptable and deplorable and ruthlessly defeats the very purpose of project C-141, which was court mandated in order to comply with a minimum acceptable standard of Food Service operation in the city jails. Next to security concerns, FEEDING inmates PROPERLY is of paramount importance as far as ‘Prison-keeping’ is concerned, in a civilized nation that values human rights. Depleting this resource is inviting serious problems and legitimate concerns. In the interest of human rights and the exemplary reputation of the prisons in the greatest city in the world, those in charge of running the department of correction must reconsider their decision of targeting FOOD SERVICE for layoffs, and rescind the layoffs of food service workers.
THE CHIEF-LEADER, FRIDAY NOVEMBER 29, 1996 Civil Service--Bully, Bully By GEORGE C. SINNOTT I distinctly remember thinking to myself, "Teddy Roosevelt must be spinning in his grave." What would the father of civil service have thought of the reports I just read? It was January 1995 and I had just completed my first week on the job as Commissioner of the New York State Department of Civil Service. I spent days absorbing reports and critiques of the department by sundry good-government groups, including the Rockefeller Institute of Government and the Business Council of New York State, as well as the Office of the State Comptroller. Nary a good word to be found. Over 5,500 Provisionals Over 5,500 state employees were serving provisionally, many for up to five, 10 and 20 years beyond the statutory limit without ever having competed on a civil service test. Imagine, I thought, thousands of employees vested but not legally tested. Further, thousands of state employees were unnecessarily laid off or bumped down to lower-paying jobs because the prior Governor lacked the leadership and the moral will to build a consensus among the Legislature, employee unions and his own department heads to amend a law that defied logic. Layoffs Were Catalyst The inability to manage the state workforce beyond these measures necessitated reform of the state civil service. layoffs of 1,000 employees. This layoff process, which so defied logic and so offended the core sensibility of the Governor, would be the catalyst to sweeping fundamental reform of the state civil service. Testing Provisionals: A provisional is an employee who has been appointed to a competitive position while awaiting a competitive examination; by statute the provisional appointment is limited to nine months. Many competent provisional employees were denied the right to compete and gain permanent civil service status while other questionable provisional appointments were allowed to circumvent the law and perpetuate an unseemly practice. Meanwhile laid-off workers and their communities pay the price. On average, workers lose over $100,000 of their lifetime earnings when they are laid off. In addition, numerous studies show that unemployed workers and their families experience increased rates of disease and social problems like suicide and domestic violence. Communities also suffer from the declining incomes and increasing social problems caused by layoffs. This burden on our communities averages about $25,000 per laid-off worker. Nothing will change until Corporate America is forced to pay for some of the damage it causes. We therefore propose a Job Destruction Penalty Act modeled after the one proposed by the New Jersey Industrial Union Council, AFL-CIO (which covers all workers except those in hiring all types of employment). o Under the Act corporations with 100 or more employees globally will be required to pay each eligible laid-off worker two months severance pay for every year of service. o And they will be required to pay $25,000 per eligible laid-off worker to the local community to offset rising social costs. This Job Destruction Penalty Act will make Corporate America think twice about layoffs.

Is it fair to compare Nazi Heinrich Himmler and "Corrections" Commissioner Martin Horn? No, not really, Himmler had an excuse. Just when you think that Horn and his vindictive minions have done every cruel and disgusting thing that you can imagine, they prove you wrong. In the jungle of uncivilized and inhumane minds of "corrections," even the most loathsome conduct is justified because the victims are nothing but sub-human prisoners and the leader is that prince of uncivilized excess, the Governor of Death, Ridge. What's wrong with a society that can produce such specimens of evil perversity? Of a truth, such a society is seriously tainted! So we all recognize what kind of a being Martin Horn and his boss, the Governor of Death are. Only a fool would dispute that prison guards are almost equally loathsome. Recently this foul clot of phlegm devised yet another little torture for prisoners and their families. The Republican idea of punishing the poor (mostly minority) families of prisoners has become established state policy. Horn's heinous minions and other Republican oppressors already have in place a whole array of punishments for families of prisoners. To mention just one, they take about $5,000,000.00 from the poorest families in the Commonwealth as a premium on phone calls. For another thing, the poor families must now pay to provide basic medical care and medication for their imprisoned loved ones. True to form, the Republicans adore this money maker. It's their way to exploit from the poor and helpless! Get the prisoner sick in the pest hole with the foul "food" and ill treatment and old age. Once sick, make the prisoner pay for treatment. Sure, because he's sick, he can't earn a penny. The prisons have ample graveyards. If the prisoner's poor family wants care for him or wants to save his worthless life, they must pay dearly to subsidize the disgusting system. There are dozens more of these tortures and taxes on prisoners' families. Now Himmler Horn has devised yet another torment for them. As of August 1996, the official policy of the "corrections" thugs is to "transport" prisoners. You remember the "transporting" of convicts from former centuries when cruel and backwards European governments shipped convicts to colonial Australia, Devil's Island, Georgia and so forth. Horn's not able to go to such extremes. He can only have the convicts transported as far from their homes as possible. That's become his official policy. Philadelphians, for example, are transported 350 miles to Greene County. From Horn's perspective and that of the tender Republicans, it's the next best thing to building ovens and gas spewing showers. The prisoners' poor families will be especially well punished. Visiting will be almost impossible. That will make both the prisoners and the families lonely and unhappy. It will greatly hasten the break up of marriages and families. The disgruntled prisoner is more likely to misbehave and so, to give the guards an excuse to punish or beat them. Some prisoners may get lonely and depressed enough to commit suicide. The union representing more than 8,400 city correction officers announced yesterday that it had filed a federal suit after some members were disciplined for failing to report to work during the blackout that crippled transportation networks last week. The lawsuit, filed in United States District Court in Manhattan, was the latest sign of the conflict between the Department of Correction and the union, the New York City Correction Officers' Benevolent Association, which has called for the resignation or ouster of Mayor Michael R. Bloomberg's handpicked correction commissioner. Norman Seabrook, the union's president, who was overwhelmingly elected in June to a third four-year term, underscored the increasingly personal nature of his campaign against Martin F. Horn, the correction commissioner. He said Mr. Horn was taking the disciplinary actions in an act of retaliation against the union and Mr. Seabrook himself. "I think he's being vindictive," Mr. Seabrook said in a telephone interview. A spokesman for the Correction Department, Thomas Antenen, disputed the facts of the lawsuit, saying that no correction officers had been disciplined and that the department was following its usual procedure for handling absences on days of citywide emergencies. Mr. Seabrook started his campaign to have Mr. Horn removed the day before the blackout, lambasting recent layoffs of correction officers. After the blackout, the city issued a memorandum saying that employees who had failed to report to work should not be charged vacation time, but it did not apply to uniformed agencies like the Correction Department, said Warner Johnston, a spokesman for the Department of Citywide Administrative Services. Mr. Antenen, the Correction Department spokesman, said that under department policy, officers who fail to report to work on a normal day are automatically declared absent without leave and have the chance to appeal. On days of citywide emergencies, such officers are asked to write a report explaining their absences and can later be declared AWOL, one stage of a disciplinary action. "To not review those who were absent would be a disservice to those officers who did find a way to report to work during the blackout," Mr. Antenen said in a statement. Mr. Seabrook said some officers had already been declared AWOL and lost vacation days. Mr. Antenen said that was untrue.
Martin F. Horn Martin F. Horn was appointed by Mayor Michael R. Bloomberg to serve as Commissioner of the New York City Department of Correction effective January 1, 2003. Prior to this appointment, he had been named by Mayor Bloomberg to serve as Commissioner of the New York City Department of Probation, a position he has held since January 1, 2002. Commissioner Horn will continue to serve as Commissioner of the Probation Department as the Bloomberg administration seeks legislation allowing the agencies to merge.
Horn has extensive experience improving government operations and has held numerous executive posts, primarily in the criminal justice field.
As Probation Commissioner, Horn undertook a re-engineering of the agency by focusing on high-risk offenders, improving the delivery of treatment for addiction to alcohol and other drugs, employment of offenders, improving the Department’s IT capacity, and streamlining the probation violation process. Notably, under his leadership, the Department of Probation cleared twice as many warrants as in 2001, rising to 9,528 from 4,574, while the agency’s headcount was reduced by 20%.
Prior to his return to his home state of New York, in 2002, he served as a member of Governor Tom Ridge’s Senior Staff as Secretary of Administration for the state of Pennsylvania. The Office of Administration (OA) is the non-financial operating arm of state government. Its main functions include: computer operations, labor relations and human resource management.
Governor Ridge appointed him to chair the state’s Tobacco Settlement Investment Board. He also served as chairman of the Pennsylvania Employees’ Benefit Trust Fund and chairman of the JNET Council (Justice Network); and as a board member of the Public School Employees’ Retirement System.
Horn served, from March 1995 until January 2000, as Pennsylvania’s Secretary of Corrections. While in that post, Horn is credited with implementing an aggressive drug interdiction program and increasing drug and alcohol treatment within prisons. He managed an expansion of more than 8,000 inmates and instituted programs in citizenship and parenting. During his tenure staff and inmate safety improved and prison perimeters and information systems were modernized.
Horn earlier served in criminal justice positions in New York State with the Division of Parole and the Department of Correctional Services. Most notably, he served as executive director and chief operating officer for the New York State Division of Parole, was assistant commissioner of corrections for New York State and Superintendent of Hudson Correctional Facility, and was an assistant professor of criminal justice at State University College in Utica, New York from 1975 to 1977. He began his career in criminal justice as a New York State Parole Officer in 1969, where he was assigned to the Correctional Institution for Men on Rikers Island.
