This is a quote that, I assume, you somehow disagree with. But doesn't war involve soldiers dying? Isn't it true that civilians die in war also? What is there to disagree with in the quote? I believe he was saying "get over it" in the same way one might ask, "Is it not self evident?"
Ed. Response: The point being, it's an awfully cavalier attitude to take toward other people's lives -- especially now without the various fig leaves (WMD, 9/11 connection, "grave and growing danger", blah blah blah) to hide behind.
Also, the bit about soldiers dying wasn't self-evident to the American people, who would not have sanctioned the war had they known the easy rout they were promised was not going to be so easy after all.
